SharePoint Administrator vs Global Administrator
The SharePoint Administrator role can create the App Catalog, upload and deploy packages, and approve their API access requests. Global Administrator is a far broader tenant-wide role that a well-run organisation deliberately restricts to two or three people.
For deploying a SharePoint Framework solution, the SharePoint Administrator role is enough end to end. Global Administrator is only needed to assign that role in the first place, or to consent to an application directly in Entra ID.
Knowing this changes who has to be in the room, and it is often the difference between a ten-minute task and a request that sits in a queue for a month.
